Should Bending kits be given to their Bending Clan?

I was curious to see what everyone thought on this. For instance, if a Firebender was born in EarthClan, when the kit becomes an apprentice, should the kit go to FireClan to properly be trained?

Then if so, should the apprentice be able to decide if he/she wishes to return to their birth Clan or stay in their element Clan when he/she becomes a warrior? Or should that be up to the leaders/staff?

I think it could make for some interesting site/Clan-wide plots if they didn't necessarily go to their respective Clan every time.

For example, perhaps a particularly powerful fire bender is born in WaterClan--maybe FireClan wants to fight for that kit in the future? Maybe WaterClan keeps the kit a secret?

Having to switch Clans against one's will could easily disrupt family, friends, and love interests for that cat too.

I guess it depends on the chances of bending kits being born in a different Clan. If they're super common, there's no sense in making a big scene about it every time one is born, but if they're rare, it'd be a plot goldmine.

The leaders' personalities should be taken into account too: a more hostile leader wouldn't be as willing to let their kit go to another Clan, and they'd be much more likely to take aggressive measures to get them back in the future.

Those are all very interesting points! You've definitely given me something to think about. Thanks to what you've just posted, I think the decision should be up to the RPers of the kit and the two leaders. Especially if there are plots that they wish to happen.
